The book of Acts records the Holy Spirit entering into the lives of the believers in the early church (Acts 2:1-4). The Spirit fills the believers in the book of Acts. The event is a fulfillment of God’s plan as recorded in Joel.
28 And it shall come to pass afterward That I will pour out My Spirit on all flesh; Your sons and your daughters shall prophesy, Your old men shall dream dreams, Your young men shall see visions. 29 And also on My menservants and on My maidservants I will pour out My Spirit in those days.

So ever since Jesus went back to the Father, believers are filled with the Holy Spirit. This includes all believers. When the Spirit enters into a believer, He brings with Him a new law or rule. This new law supersedes an old law which applied to the individual. The new law then becomes the rule within the believer.
